Health Dept. depute team to epidemic hit Longding
ITANAGAR, Aug 8: Following media reports of deaths of 19 people in Chongkhow village under Wakka circle during June-August due to disease outbreak in epidemic form, State Epidemiologist cum SSO-IDSP Dr. L Jampa on Monday left here for Longding to take stock of the situation.
Dr. Jampa was deputed to Longding after a hurriedly convened high level meeting of the Health Department in the office chamber of Education Minister Honchun Ngandam on Monday, which was attended among others by Commissioner (Health &FW) Hage Kojeen, DHS Dr.Moji Jini, Dr. Jampa.
Dr. Jampa accompanied by District Epidemiologist (IDSP) of Longding Ripin Taba will conduct the investigation of the reported outbreak of disease along with the Longding DMO, IDSP team with help of the District Administration and submit the findings before the authorities.
The Health Department stated that it was closely monitoring the situation although the report was yet be confirmed by the DMO and the civil administration of Longding.
Wakka ASM Onggang Gangsa and Secretary (I/c) APCC Tirap Nowbo Dokkam was attended the meeting.
Chief Minster Pema Khandu also enquired the Commissioner (H&FW) and the DHS about the current situation in the epidemic hit village and issued directives to the Health Department to immediately send a medical team to combat the situation. He also spoke to Education Minister Honchun Ngandam who represents the area and took first hand information of the matter and assured every possible support to the village.
While calling for improvement of the hygiene level, CM opined for strict observation of the regulations concerning supply of water, nourishment, production and manipulation of foodstuffs, care of waste water and rubbish etc. He also suggested the administration and the health department to inculcate systemic cultural and medical consciousness of all inhabitants for prevention of infectious diseases which lead to outbreak of epidemic.
Pema launches restructured CM Paryatan Vikas Yojna

ITANAGAR, Aug 8: Chief Minister Pema Khandu along with Deputy Chief Minister Chowna Mein has launched re-structured Chief Minister Paryatan Vikas Yojna (CMPVY) in presence of many dignitaries and beneficiaries in a small but impressive function at Banquet Hall here on Monday.
CMPVY is a flagship programme of the state government which was launched during former Chief Minister Nabam Tuki's reign in 2012-13 with objectives to provide self-employment to educated unemployed youths in tourism sector. As much as 45 beneficiaries benefitted under subsidized scheme and they were felicitated with loan.
While launching the flagship programe, Chief Minister Pema opined that the state government needs to frame a policy to tackle growing unemployment problem and create self-employment generation scheme for the youths.
"Lack of avenues for self-employment cause many youths to incline in forming organisations and unions, Pema observed adding the state government needs to frame a policy which would ensure self-employment to youths.
Terming hospitality is a key to tourism promotion and development, the Chief Minister urged the tour operators and other stake-holders to focus on hospitality to promote tourism in the state. Pema further assured to increase the allocation of funds for the Tourism department and exuded hope that the officers and officials of Tourism department would take the department into new height. He also opined that a single window investment policy should be framed so that investors could invest lot in Arunachal which mitigate the unemployment problem.
Deputy Chief Minister Chowna Mein in his address emphasized on promotion of Rural and Religious Tourism saying that Arunachal has mosaic culture and rich tradition in rural area. DCM said that revamping of Rural Tourism is vital for tourism growth in the state. Citing Tawang Monastery, Parsuram Kund, Ziro Shiv ling for Religious tourism he further pointed out that Religious Tourism is another potential area for the growth of Tourism in Arunachal.
DCM also stated that launching of the restructured programe is significant since the department of tourism felt that desired and mandated purpose of the scheme was not met. He urged the beneficiaries to take initiative of the government seriously and make it a success for others to emulate. DCM also hoped that department of Tourism and Arunachal Pradesh Cooperative Apex Bank would ensure the selections of beneficiaries are done with utmost sincerity and transparency.
Secretary Tourism Department Dr. Joram Beda in his power point presentation informed that hundreds of beneficiaries have benefitted so far under the scheme. He also informed that important sectors like, Setting up of Patisserie and Food Courts, Value addition to Home Stay and Purchase of Adventure Tourism Equipments will be covered up in restructured programme. Dr. Beda also informed that under this scheme beneficiary can avail maximum subsidy amount of Rs 5 lakhs and also avail loan with 40 percent of the project cost, the 20 percent is to be borne by beneficiaries. Many beneficiaries expressed their satisfaction over subsidized scheme during programe.
State disaster management plan approved
ITANAGAR, Aug 8: The apex body meeting of Disaster Management, the State Disaster Management Authority (SDMA) of the state was held on Monday after a gap of four years in the Chief Minister's Office. The SDMA meeting presided over by Chief Minister Pema Khandu took vital decisions concerning Disaster Management in the state. The meeting has approved State Disaster Management Plan (SDMP) and District Disaster Management Plan (DDMP) w.e.f 2011 and annual updation till 2016. It has also approved the much needed Arunachal Pradesh Disaster Management Policy - 2016 and granted ex-post facto approval of expenditure made under SDRF & NDRF as per items and norms of expenditure.
The SDMA also approved for the continuation of the contractual employees in Multi-Tasking and Computer Assistant in the department. The SDMA resolved to bring changes in the SDRF & NDRF norms and decided to pursue the central govt to bring the necessary amendments as the state is situated in a geographically fragile location.
Considering the man power shortage in the department, State Disaster Management apex body also resolved to increase the human resource and to facilitate the department with additional equipments and vehicles after consultation with the finance department.
As the houses are haphazardly built in the state without following any byelaws and in vulnerable areas, it was also decided to implement building bye-laws through out the state and to make it mandatory to adopt Disaster Resilient approach in administrative and developmental activities.
The SDMA also resolved to seek one time Special Package from the centre to strengthened the State Emergency Operation Centre and the District Emergency Operation Centre which lacks infrastructure, equipments and facing acute shortage of manpower to tackle the different hazhards due to landslides, floods, flash floods, cloud burst, forest fire and others as the state is prone to earthquake since it is situated in the High Seismic Zone - V. The SDMA further decided to conduct its meeting twice every year from this year onwards.
The meeting was attended by Minister of PHED and Disaster Management Takam Pario, Minister of Transport, Supply and Transport, Legal Metrology & Consumer Affairs, Jomde Kena, Chief Secretary Shakuntala D Gamlin, DGP S Nithianandam, Principal Secretary Satya Gopal, Commissioners, Hage Kojeen (Disaster Management) and Ashish Kundra (Finance) and Director (Disaster Management), Y W Ringu who made a power point presentation of overall view of the State Disaster Management Set up, Activities, Challenges and Limitations.
Orgs demands suspension of SP within 5 days
ITANAGAR, Aug 8: The Save Mon Region Federation (SMRF), 302 Action Committee and All Tawang Youth Association and ATDSU in a joint representation to the Tawang Deputy Commission on Monday demanded suspension of SP Anto Alphonse within five days.
"After the unfortunate May 2 Tawang firing incident, Anto Alphonse, the then SP, Tawang was suspended and an enquiry was initiated to unearth the truth behind the incident, but to our utter shock and surprise, it has come to our knowledge that his suspension from the service has been revoked besides rewarding him with better placement," the organizations said in its representation.
The organizations questioned the authority whether it is justifiable or not to revoke the suspension order of the police officer when the final enquiry report of the May two firing incident is yet to come.
The organizations also threatened to launch democratic movement by boycotting the Independence day 2016 celebration at Tawang and to organize peaceful gathering at Massang Dunghruemey, Old Market, Tawang on the same day if their demand is not fulfilled within the given time. They further said the members of SMRF and 302 Action Committee will not be part of the meeting being convened on August 13.
Tacho urges departmental staff to improve work culture
ITANAGAR, Aug 8: Animal Husbandry, Veterinary & Dairy Development and Fisheries Minister Rajesh Tacho has asked the officers and officials of his departments to improve the work culture and to be more punctual in their duties.
After assuming the charge of his ministry, the Minister convened a meeting with the officers to have first hand information about the functioning of the departments today and discussed about the measures to be evolved for early rectification of loopholes and for solution to the problems being faced by them.
While seeking the cooperation of officers, the Minister said Animal Husbandry, Veterinary & DD and Fisheries being the revenue earning departments, the officers and officials should work with sincerity and dedication so that benefit of plan and programme of the departments reach the common people.
The meeting also held discussion on the issues such as promotion of officers through regular DPC, creation of infrastructure in far-flung areas, preparedness for containing animal diseases.
During the discussion, the Director was asked to collect data about the plans and programmes being undertaken by the department since inception from the District/ADC/SDO & CO level offices.
Tacho also expressed his gratitude to Chief Minister Pema Khandu for inducting him into the council of minister.
BRO keeping roads clear despite incessant rain in U/Subansiri
ITANAGAR, Aug 8: Last month the Upper Subansiri district experienced incessant rainfall resulting in a large number of landslides on the Daporijo - Limeking stretch cutting off the region from rest of the state. There were a total of 42 major landslide and at eight locations, the road formation itself had been breached. In addition, at a few places sinking of the formation created major damages to the road. With essential supplies getting disrupted, the life had come to a total standstill in the region.
The BRO had immediately deployed all its resources and cleared the road and opened it to traffic within a few days. It is highlighted that Project Arunank/BRO is alive to the problem of disruptions in road communication during this time of the year and is completely committed to ensuring that more than 800 Kms of roads in its area of responsibility are kept open against all odds in the shortest possible time. Due to the unprecedented heavy rains, many new landslide areas have been discovered and action for a permanent solution to the problem is underway, according to a BRO release.
No proposal for Common Curriculum for CBSE, States: Javadekar
Ering raises textbook issue in Parliament
NEW DELHI, Aug 8: Government does not propose to introduce a common curriculum in CBSE and state boards as a uniform syllabus does not take into account the local contexts, culture and language, Lok Sabha was informed today.
Responding to a supplementary during Question Hour, Minister of State for HRD Upendra Kushwaha said at the same time, the national policy on education has proposed a national framework of curriculum with common core values that include the history of the freedom movement, constitutional movements and other content essential to nurture a national identity.
He said some of the states have agreed to the national framework.
In his written reply HRD Minister Prakash Javadekar said multiplicity of curricula and educational resources are desirable as the uniform syllabus across the nation does not take into account the local contexts, culture and language.
MP Ninong Ering also raised a supplementary question regarding the common curriculum under State Board and institutions. The MP wanted to know whether the Govt has kept provision for inclusion of culture, language of the North East in the textbooks saying that the Union Ministry of Home Affairs had given assurance in this regard as the North East has not been exposed adequately before the people of mainland India.
The Minister was asked whether the government proposed to introduce a common curriculum CBSE, state boards, the National Institute of Open Schooling and the Indian School Certificate Examination Board.
Responding to another supplementary on the weight of the school bag, Kushwaha said efforts are on reduce the weight claiming that the government has been successful in its endeavour. PTI/Source
DC urges FPS dealers to serve people
YINGKIONG, Aug 8: Upper Siang Deputy Commissioner Remo Kamki appealed to all the Fair Price Shop (FPS) owners/dealers take up the FPS job in the greater interest of the people rather than taking it up as a profit making business.
The Deputy Commissioner, who chaired the meeting of FPS dealers and owners of the district held in his conference Hall on August 6 to streamline and ensure proper implementation of NFSA- 2013, advised all the FPS dealers/owners to properly maintain records as per the guidelines of NFSA. He cautioned them that any loopholes and laxity will not be tolerated.
DF&CSO Anom Apang sought cooperation from all the FPS dealers for smooth implementation of the NFSA- 2013.
Explaining about DBT model- I, II & III under NFSA- 2013, Apang asked the dealers to immediately collect and submit the AADHAR cards and Bank account numbers of all the beneficiaries for proper implementation of the NFSA work and smooth distribution of PDS items.
ADC Tapik Pertin, suggested all the FPS dealers to maintain records in proper manner.
All the FPS dealers, while highlighting their problems in running FPSs, urged the Deputy Commissioner and DF&CSO for relaxation in NFSA- 2013, DBT Model- I & II. They stated that the DBT Model- I & II are not possible to implement successfully as there was not stable power supply and internet connectivity. Only Model III is feasible in Upper Siang district, they opined.
They also maintained that collecting and seeding of AADHAR in NFSA is possible but submission of bank account could not be fulfilled owing to lack of proper banking service in Upper Siang district.
Presently banking service is provided by SBI at Yingkiong HQ and Tuting only. Moreover the unloading charges of PDS items are borne by the FPS owners, which cause huge losses to the FPS, they added. DIPRO
CM launches free wi-fi hot spot at DNGC
ITANAGAR, Aug 8: Chief Minister Pema Khandu on Monday launched free Wi-Fi Hot-Spot at Dera Natung Govt. College, Itanagar to provide free internet to the students and staff of the college.
"This is a small but a significant initiative towards democratization of knowledge", said the Chief Minister after launching the Free Wi-Fi Hot Spot.
"This pilot project has been launched in the Centre of Learning so as to bring internet closer to the students studying and faculties engaged in the institute at par with other premier technical institute across the country in the field of education & research," Pema said.
Besides giving them easy access to all necessary information through the free internet will improve data communications leading to faster transfer of information within the officials and students of the college, the CM said.
He exhorted the student community to concentrate on studies, work hard and to remain focus on their vision and advised them not to derail from the mainstream.
Pema also disclosed that his government is planning to make Capital Twin City a free Wi-Fi Zone.
Deputy Chief Minister Chowna Mein said, "Wi-Fi Hot Spot will prove boon for the students. Since internet connection is a costly affair, free net connectivity would be a blessing for the faculty members as well as the students as teaching and learning process is incomplete without technological assistance these days, he said.
Mein said that Dera Natung Govt College is the first educational Institute of the state to have free Wi-Fi Hot Spot. He urged the students to avail full benefits of this technology and advised them not to misuse the facility.
Chief Secretary Shakuntala D Gamlin described it a milestone in the educational and academic fields of the state. With the launching of the Wi-Fi Hotspot, the state government has re-affirmed its assurance of the IT Vision in the state, said the CS.
Wi-Fi Hot Spot at DNGC Itanagar was conceptualized by the Department of Information Technology & Communication keeping in mind the vision of Digital India Programme, informed Secretary (Information Technology) Sonam Chombay in his introductory speech.
The Project is funded by the state govt at a cost of Rs 10 Lakhs during the financial year 2015-16.
On the occasion, Chief Minister activated the Wi-Fi Hot Spot while Deputy Chief Minister made the first log-in to the Wi-Fi Hot Spot.

Draft AAP for 2016-17 of West Kameng approved
BOMDILA, Aug 8: The draft Annual Action Plan (AAP) of all the flagship schemes under the Rural Development programme of West Kameng District for the year 2016-17 was unanimously approved by the board members during the meeting of District Development Co-ordination and Monitoring Committee and Governing Body held here on Friday last.
Earlier, highlighting the importance of the rural development programmes, Deputy Commissioner Sonal Swaroop; who also is the member secretary of the DDCMC, sought active participation and co-operation of the members to implement the centrally sponsored schemes in the district as they are meant to bring about a change in the economic condition of the rural populace.
Project Director (DRDA) Tasso Gambo presented the physical and financial achievement report of all the rural development programmes implemented for the year 2015-16.

DC urges PRI leaders to shoulder responsibilities
KHONSA, Aug 8: Tirap Deputy Commissioner Ravi Jha asked the PRI members to play a pro-active role in carrying out their assigned duties and responsibilities.
Panchayat members and the Head of Departments (HoDs) should work like a well-oiled machine in order to ensure cent percent achievements in the ventures they embark on, said Jha while addressing the coordination meeting of the Tirap Zilla Parishad and HoDs at NBF hall, here on Monday.
He urged the Tirap Zilla Parishad to hold the Gram Sabhas and Social Audit in every village and Gram Panchayat in true spirit and in accordance with the strictures and guidelines enshrined in Panchayat body rule book.
Tirap ZPC Sontung Bangsia in her key-note address said that the PRI members and HoDs should work as a team by extending a willing cooperation to each other's endeavour and effort.
She said that Panchayat members should not be unduly influenced by politics adding that members should maintain complete transparency while executing government schemes.
The ZPC urged PRI leaders to physically check the functioning of the Schools, CMCs, Sub-Centres and ensure that the Old Age pension and benefits to the disabled persons were distributed properly to the deserving persons.
The ADC and DPDO N. Wangsu exhorted the Panchayat members to work in close synchronization with the line departments to achieve better and tangible results.
PD (DRDA) Dahey Sangno while elaborating the significance of the coordination meeting described how the Panchayat bodies should function and threw light on fund distribution pattern. He lamented that while other districts of the state got funds in the tune of crore of rupees under Zilla Parishad, Tirap district was awfully under-funded and urged the PRI members to strive harder to pool in more development funds. Earlier, in his welcome address EAC and Member Secretary T. Riba underscored the importance of the coordination meeting to create a conducive working ambience for the PRI members and the HoDs.

He defeated Awang Lowang in the final played at Khonsa Officers’ Club on Monday.
In women’s single, Anyah Gangsa defeated Chhonyok Ngongnya in the final to win the title.

10 districts to experience power cut
ITANAGAR, Aug 8: Power supply to atleast 10 districts will be disrupted from August 11 to 13 and on August 16 from 6 am to 3 pm as the 124th Operational Co-ordination Committee (OCC) of the North Eastern Regional Power Committee (NERPC) has approved the shut down of 132 KV Ranganadi-Ziro power transmission line of Power Grid Corporation of India Ltd (PGCIL) for shifting of conductors from the vulnerable tower location (No. 12) of the transmission line at Potin.
Those districts to be affected by shut down are Kurung Kumey, Kra Daadi, Lower Subansiri, Upper Subansiri, West Siang, Siang, East Siang and some parts of Upper Siang, Lower Dibang Valley and Papum Pare districts.
The Power Department has appealed to the consumers of those affected districts to bear with the inconvenience caused to them due to the urgent and unavoidable shutdown.
BRO to upgrade roads in Upper Siang
YINGKIONG, Aug 8: The Commander of 761 BRTF (GREF), SK Pradhan informed that all preconstruction activities have been initiated for improvement of Pangin-Tuting (279 Kms) and Ditte Dime-Yingkiong (54Kms) roads of Upper Siang.
He informed this in a coordination meeting held under the chairmanship of Upper Siang DC, Remo Kamki here on Friday last. He said that the process of engaging consultant for detailed survey and preparation of DPR has been taken up for both roads immediately after inclusion of these roads in revised long term works plan of BRO in Feb 2016.
Survey and DPR will be completed for these two roads of total length of 333 Kms in this financial year and physical works would commence by next working season. Both roads are scheduled for completion by 2022, he informed.
To a specific query of the DC, Pradhan informed that both roads would be developed through departmental efforts and part of it would be outsourced to ensure time frame envisaged for completion. On Pradhan's request to the DC for early repair of internal road from lower market to Yingkiong Helipad by PWD, the DC instructed EE, PWD to repair the said road at the earliest.
While claiming that rampant encroachment/construction activities are going on lower market area, Pradhan asked the administration to look into the issue as it might be problematic later for expansion of road for double laning.
Pradhan also brought out the issue of fixing of monopoly charges for private stone quarries so that construction materials can be procured in a transparent manner. DC further instructed the AMDO to take up with state authorities for early finalization of rates of monopoly charges. (DIPRO)
Swachh Bharat Mission launched
AALO, Aug 8: As part of the Swachh Bharat Mission conducted by the West Siang district administration through department of Urban Development and Housing on Saturday last, a day-long cleanliness drive was conducted in all colonies, sectors, markets areas, establishments, residences and office premises of the Aalo township.
The programme drew overwhelming response from youths and volunteers of NSS and NCC. They took the 'Swachha Pledge' for a Clean India and motivated people of all sectors and colonies for the drive. (DIPRO)

ITANAGAR, Aug 8: A two-day awareness programme on financial inclusion of schemes under Rural Development (RD) and District Urban Development Agency (DUDA) was held at the Anjaw Deputy Commissioner's Conference Hall, Hawai on August 7 and 8 organized by by DRDA and UD & Housing Department.
Deputy Director, UD & Housing, Anjaw Himmer Ete explained in details the various components under National Livelihood Mission (NULM) schemes under which skill development training are conducted for urban poor to enable them in setting up self employment ventures and salaried job in private sectors.
The EST&P, SEP, SUSV components intend to fill the gap between demand and availability of local skills by providing skill training programme as required by the market, he said.
DRDA Project Director B Tawsik advised the PRI bodies to conduct gram Sabhas and taught the procedures of financial inclusion. Of schemes

Centre for Distance Education

DAPORIJO, Aug 08: Rajiv Gandhi University has opened a Centre for Distance Education (CDE) at Govt. College, Daporijo on Monday.
Tagin Cultural Society Secretary General Lardik Kare, who inaugurated the Centre, said that a long-felt demand of the students, especially drop outs, has been fulfilled with opening of the CDE.
He said that the centre will provide the students not only the opportunity to complete their degree and Diploma courses from their home town but also save their time, money and energy.
Dr. Tajum Eru expressed gratitude to RGU authority, particularly Dr. Bijay Raji and Dr. Ashan Riddi for extending all cooperation to TCS in granting the CDE.
He informed that a team TCS led by Secretary General Kare called on the VC of the RGU last year and submitted a memorandum urging him to open a CDE in Daporijo.
End Of Irom Sharmila’s Hunger Strike
ITANAGAR, Aug 08: Abhirr VP, Campaigner at Amnesty International India will be in Imphal on August nine in connection with the event to be held on the occasion of ending fast by human rights activist Irom Chanu Sharmila.
On July 26, Amnesty International's Prisoner of Conscience Irom Chanu Sharmila announced that she would end her 16-year- long hunger strike against the Armed Forces (Special Powers) Act (AFSPA) on 9 August.
AAPLU for continuation of CM's Shram Award
ITANAGAR, Aug 8: The All Arunachal Pradesh Labour Union (AAPLU) has appealed to the state Govt to continue the Chief Minister's Sharm Award for the sincere and dedicated workers of all the departments of the state Govt.
In a memorandum to the Chief Minister, the Union said the previous Govt had introduced the CM's Shram Award scheme and despite selection of few workers under the scheme, the awards were not presented on January 26, 2016. It requested the Govt to continue the award and present the same either on August 15, or January 26 or Statehood day celebration in recognition of the dedicated works of the workers in development of the state.
It further requested the Chief Minister to keep provision of CM's relief fund for the needy labourers who had registered their names under the Workers board for emergency medical treatment.
Mass cleanliness drive conducted

DAPORIJO, Aug 8: With the view to encourage 'Clean and Green Daporijo', the All Sibar Banggu Youth Organization (ASBYO) organized a mass cleanliness drive at district hospital here on Monday.
During the mass social service the volunteers of ASBYO besides, medical staffs and DMO cleaned the hospital premises including the GNM nursing hospital.
While lauding the volunteers for their noble gesture, DMO, Nyage Geyi appealed to all to extend their support towards keeping the town clean and green.
DLCC meeting on RURBAN Mission
YINGKIONG, Aug 8: A district level consultative committee meeting on RURBAN Mission was held under the chairmanship of Upper Siang DC, Remo Kamki at the DC's Conference Hall, here on Monday.
While informing that the 13 villages under Tuting Sub-division have been selected to be facilitated under the provision of RURBAN Mission by the state government, the DC urged all the stakeholders to co-operate with nodal agency for the success of the Mission.
DRDA PD, H Basar further highlighted the list of works to be undertaken for Tuting Urban Cluster with probable mode of convergence.
The list of works forwarded by PRI members of Tuting were approved in principle with policy decision and fund placement be made at state level. (DIPRO)
National Handloom Day celebrated
ZIRO, Aug 8: The 2nd National Handloom Day was celebrated by Ziro-I Block Level Cluster at the premises of Arun Kutir Udyog Co-Operative Society here on Sunday.
Speaking on the occasion, Ziro, Textile & Handicrafts, Joint Director, Hage Tado highlighted on various schemes available for the benefit of the weavers and asked participants to visit his office for any clarification or suggestion towards their upliftment.
Joint Director, Haj Dodung and Assistant Director, Sericulture, Hage Talan also briefed on the importance of sericulture.
Arun Kutir Udyog Cooperative Society Chairperson, Haj Yakang also spoke on the occasion.

Teacher arrested under NDPS Act
ITANAGAR, Aug 8: Chow Khatiya Manpoong, an Assistant Teacher (Regular) serving at Kasik Middle School, Namsai was arrested in connection with case no 76/16 by Namsai police under section 21(b)/27 of NDPS Act, according to Namsai Police.
Meanwhile, Arunachal Students' Federation (ASF) Namsai district unit has demanded DDSE, Namsai to suspend him from his service as per the official rule.
AAF wants cultural complex back
ITANAGAR, Aug 8: The Arunachal Artistes Forum (AAF) has demanded for immediate vacating of Itanagar Municipal Council's (IMC) office from Multipurpose Cultural Complex, Naharlagun saying that it was constructed for the benefit of artistes of the state.
In its representation submitted to the chief minister, the Forum expressed disappointment that IMC office continues to function in the building despite of the fact that an amount of Rs 5 crore was sanctioned for the construction of IMC office.
Secretary UD, town planning and ULB had directed MCEO, IMC to vacate one block of the Multipurpose building and hand it over to Arts and Culture department on July 15 last but IMC failed to comply with that, the representation read.
In another representation to the CM, AAF requested for posting APCS officer Jalash Pertin as the director of Arts and Culture department. It described Pertin as the most dedicated and sincere officer with vast knowledge in the field of Art and Culture. The post of Arts and Culture director has been vacant since superannuation of the last director in May this year.
AVF for compensation to genuine TAH affected people
ITANAGAR, Aug 8: The Arunachal Vigilance Forum (AVF) has suggested cross checking of public/private properties along right of way for Trans Arunachal Highway by third party monitoring agency saying that people have constructed numerous structures within 15 metres radius of the road for claiming compensation.
In its memorandum to the chief minister, it also called for immediate stop to fake bill submissions for compensation, compensating only genuine affected persons and starting TAH work within unaffected areas.
Patients from remote villages treated at health camp
AALO, Aug 8: Patients from remote villages of Poyom and Boru Raksap were treated during a mini health camp conducted by a team of ten health officials led by Darak Primary Heath Centre, Medical Officer here recently.
During the camp essential and emergency drugs were also handed over to the Medics and Ashas of the village. The medical team had to foot march to the interior village of Boru Rakshap as the road connecting the village remains cut off round the year. Health delivery system is of paramount importance to check and ascertain outbreak of epidemics which is likely in monsoon. (DIPRO)

Time to start working
Chief Minister Pema Khandu recently allocated portfolios to his council of ministers.
Those considered to be part of former Chief Minister Nabam Tuki’s camp got less important
departments. On the other-hand Pema handed over important departments to the member
of his camp. Education and Library minister Honchun Ngandam is the biggest benefactor
in the new ministry. Honchun has been missing from cabinet list for quite sometime.
Last time he was in cabinet was during the era of late Dorjee Khandu.
Deputy Chief Minister Chowna Mein has also got plum portfolio of finance, planning
and PWD. Political pundits assumes that Mein will run the show as Chief Minister
Pema Khandu will be heavily dependent on him on various fronts. Interestingly Pema
has not allocated many important departments like tourism, home, health, food & civil
supply to any of the cabinet ministers. In all probability he will appoint his close
MLAs as the parliamentary secretary and will allow them to independently run these
department. Now that ministers have been allocated portfolios its time to concentrate
on governance. Chief Minister should judiciously distribute development fund to all
the MLAs. There should not be any kind of discrimination while distributing the fund.
No Arunachalee citizens deserves to be deprived of development opportunity because
of the political differences. Pema is a young CM and people are hoping that he will
be different from his predecessors.

Recruitment and salaries
Dear Editor,
Day when I was nominated for BSc.(Agri) course by the Government of Arunachal Pradesh
was the most joyous day of my life. After toiling for 4years, I could grab this degree,
and thereby started looking for job like every qualified person does. But sadly,
the waiting period has not ended.
Finally, I happen to discover that the last recruitment in Agriculture Department
took place in 2011. But we find that several recruitments took place in the Departments
of Horticulture, Fishery, and Veterinary in these last five years.
And now it’s the time that we enquire about it. While doing so, the Department doesn't
seem to be cooperative and those flimsy response of them made me feel like parents
abandoning their kids when grown up. Because this is the same Department that nominated
me for this course few years back.
Apart from this, I also would like to mention that the contractual employees of Agricultural
Technology Management Agency (ATMA), which again falls under the Agriculture Department
are yet to receive their hard earned salaries for the last seven months (January
2016 to July 2016). And one can better understand the agony and trouble those well
qualified staffs of ATMA are facing now.
Before coming to conclusion, let's remind our State Government the target of current
5 year pla; it aims to achieve 4 percent per annum growth in GDP from Agriculture
and Allied Sectors. But this seems to be at stake considering the present condition
of the Agriculture Department by the Government of Arunachal Pradesh.
Therefore, I being an Agriculture Graduate feel pity as well as enraged at Agriculture
Department and State Government.
The Department is unable to pay the last seven months salaries of 200 ATMA employees,
the Extension Functionaries in strengthening Agriculture and Allied Sectors in root
level. Besides, it is not able to create new posts of A.D.O, A.F.A.

Unpleasant reality of life
Dear Editor,
Acid attacks on unfortunate female victims across India are a crude statistics and
an unpleasant reality of life that India has to live with. Although several regulations
have been introduced and the law has been strengthened further to punish the perpetrators;
none the less the incidents of acid attacks may have been reduced but not completely
stopped. While the Central and State Governments and several special judicial panels
will be looking deep into the menace of this serious socio-cultural evil and ways
to stop and completely eradiate the crime from Indian society in the not so distant
future; meanwhile we must pay attention to those unfortunates victims of acid attacks.
The nation and the society possibly cannot return complete justice to these helpless
individuals but the nation must do something to ease their social and physical pain
and help them to be rehabilitated and support the victim families. Through your esteemed
newspaper, I request all the State and Union Territory Government and the Central
Government of India to establish a rehabilitation and compensation package for acid
attack victims that will cover the medical expenses of their expensive treatment,
facial reconstruction and plastic surgery expenses, skin grafting and related medical
expenses under specialists as well as provide a seed money for their rehabilitation
back to a normal, healthy and socio-economically secured life. India has transformed
into a major global economy and is believed to be expanding further over the next
two decades. Will the nation not look back to help her helpless daughters get back
to a normal healthy life that has been unjustifiably stolen from them while the nation
is slowly transforming into a global economic power house. Traditionally women is
worshipped in India as a symbol of power and eternal motherhood; should the Government
and the people of India not move forward to secure the life of their wives, daughters
and sisters?

Garbage problem
Dear Editor,
Garbage problem can be easily solved by public themselves.
You can see garbage here and there as nobody dispose their garbage properly. They
just throw.
There has to proper rule for throwing garbage and those who default can be imposed
with fine. There should not be any excuses for any one. And Department should also
transport the garbage daily so that we can live in hygienic and beautiful surrounding.

Border circles without health facilities
Dear Editor,
Through the columns of your esteemed daily, I would like to highlight the plight
of the Community Health Centre (CHC), Nacho. The CHC Nacho is one of the five CHCs
of Upper Subansiri District but it is reeling under many adversities. It neither
has sufficient number of manpower nor infrastructure. The Community Health Centre
is functioning without doctor/Medical Officer for last couple of months, and currently
an ANM is running the centre. The CHC has only 10 to 12 subordinate staffs in total,
of which most do not stay in the station due to non-availability of doctors or medical
officers.
In terms of physical infrastructure, the CHC Nacho is functioning from a single dilapidated
type-IV type building for years. It has only four to five small-small rooms including
its in-patient ward. The CHC Nacho is a 20 bedded health centre, but has only three
to four beds. There are no laboratory, doctor’s room, nurse’s duty room, sufficient
staff quarters.
A new two storyed RCC building is being constructed for hospital, and is on the verge
of completion but as the payments of the contractors are yet to be made completely,
the contractors of the building are not ready to hand over the building to the department.
If it is handed over to the department, at least the problem of hospital building
will be sorted out.
As per the rules of the Indian Public Health Standard (IPHS), in a Community Health
Centre (CHC), there should be at least one Block Medical Officer or Medical Superintendent,
one Public Health Specialist, one Public Health Nurse, one General Surgeon, one Physician,
one Obstetrician and Gynaecologist, one Paediatrician, one Anaesthetist, one Dental
Surgeon, two General Duty Medical Officer, one Medical Officer-AYUSH, ten Staff Nurse,
one Pharmacist, one Pharmacist-AYUSH, two laboratory technician, one Radiographer,
one Dietician, one Ophthalmic Assistant, one Dental Assistant, one Cold Chain and
Vaccine Logistic Assistant, One OT technician, one Multi Rehabilitation/Community
Based Rehabilitation worker, one Counsellor, two Registration Clerk, two Data Entry
Operator, one Account Assistant, one Administrative Assistant, and seven D-group
staffs. In all, in a CHC, there should be at least forty six staffs and above. In
case patient load increases, the number of General Duty Doctors may be increased;
additional fund should be provided for out-sourcing and providing support services
as per need. Budget to be provided for outsourcing Class IV services like Mali, Aya,
Peon, OPD Attendant, Security and Sanitary staffs.
Despite these norms under IPHS, the concern authority is showing lackadaisical attitudes
towards the health centre and is failing in posting a single doctor. They always
fail to feel the pulses of people of the area. Since its inception, the CHC Nacho
does not have the fate of having plural number of doctors. Even when the authorities
post doctor, they post a single doctor.
Siyum, Nacho, Limeking & Taksing do not have quality govt. facilities like schools,
hospitals, roads and telecommunications. Our areas are being neglected by the centre
and state. In every field, our people are being overlooked or neglected all the times.
For medical services, the people of these areas come to CHC Nacho as the other two
PHCs, one at Limeking and other at Taksing have no doctors and other medical staffs,
and the District Hospital Daporijo is far from the reach of common and poor people
of the area. Therefore, CHC Nacho is the only lifeline of the people of these four
backward and border circles. But the concerned authorities are reluctant to post
even a doctor of good experiences and sufficient numbers of staffs to such a strategic
health centre where the lives of more than 25 thousand population are dependent on.
Therefore, through this column, I would like to request the concerned authorities
to please post at least two to three doctors and sufficient nurses/staffs to the
Community Health Centre Nacho.
I would also like to request the authority to kindly clear all the remaining payment
due to the contractors of the new hospital building for CHC Nacho which is almost
finished, and at the same time request the contractors to immediately hand over the
building to the department so that the problem of hospital building will be sorted
out and people can get benefits from it.
